The main responsibilities include:
 Provision of ethics advice:
 Providing timely and confidential ethics advice and guidance to staff members;
 Managing the ethics helpline, monitoring trends and conducting analysis into the
root causes of ethical dilemmas for staff;
 Assisting in the management of relevant confidential files and information;
 Conducting complex organizational, managerial and/or legal research;
 Consulting and liaising with a number of Departments/Divisions/Sections/Offices
and/or other parties, with regards to advice and requests, including Divisions within
IOSD, Legal Office (Staff Assistance), Human Resources Department (HRD) and
Department of Legal Affairs (DLA);
 Protection Against Retaliation (PaR) matters:
 Advising staff on the Agency's Protection Against Retaliation (PaR) policy and
internal grievance mechanisms; conducting preliminary review of staff Protection
Against Retaliation (PaR) requests and drafting prima facie case findings;
 Developing management recommendations, where appropriate;
 Engaging with UNRWA internal justice system bodies on retaliation cases;
 Remediating situations when retaliation has occurred and effectuating
consultation/resolution process; employing creative solutions to prevent retaliation
and reduce instances of formal complaints;
 Providing assistance to develop ethics training materials and programmes; providing
assistance to develop outreach materials and ensuring engagement and outreach by the
Office with all staff members; facilitating ethics training and outreach workshops, in close
cooperation with HRD at Headquarters and Field Offices; assisting in managing the
implementation of ethics e-learning;
 Administering the Area Staff Outside Interest Disclosure Programme; providing guidance
and advice to staff members on disclosure issues; reviewing the disclosure form and bring
potential conflicts of interest to the attention of the Chief, Ethics Office.
Additional information
 The incumbent will be required to travel, as needed, in the Agency’s area of operations in
the Middle East.
Conditions of service
Monthly basic salary JD 1086.60 plus special occupation allowance of 69.90% of the
basic salary. Other benefits include monthly Provident Fund contribution (15% of basic salary
paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency
allowance (if applicable).
To qualify for this position, you will need:
Education An advanced university degree (Master’s or equivalent) from an
accredited educational institution in law, public administration, human
resources management or a related area; a first-level university degree
in combination with three additional years of qualifying experience may
be accepted in lieu of an advanced university degree;
Work
experience
Seven years of progressively relevant experience in law, corporate
compliance, organizational ethics, staff misconduct and investigation,
employee relations or other related area;
Language(s) Excellent command of spoken and written English and Arabic.
Desirable qualifications:
 Prior work experience with UN organizations;
 Experience in developing and providing training.

Place in the Organisation
The incumbent of this post reports to the Deputy Head Field Legal Office, Jordan.
Primary Duties and Responsibilities
In accordance with established Agency policy and procedures under the technical
guidance and advice of the Deputy Head Field Legal Office, the incumbent assists the Field
Legal Office in providing legal advice and assistance to the Director of UNRWA Operations,
Jordan, other Agency officials and individual staff members in the Jordan Field and
coordinates with Headquarters in providing legal assistance and advice on matters related
to UNRWA’s operation in Jordan. 
The job content for this position includes:
 Legal research and analysis, and preparation of legal opinions and official
correspondence on administrative and human resources’ matters in accordance with
UNRWA Area Staff Rules and Regulations, Personnel Directives, and Agency policies and
practice;
 Legal research, analysis and advice on other matters related to the UNRWA operations in
Jordan, in accordance with UNRWA Rules, Regulations, Directives and Policies
 Drafting of official correspondence to be addressed to executive, judicial or other formal
establishments or entities; contractors; and partners of the Agency.
 Drafting, revision and advice on contracts, memoranda of understanding, lease
agreements and other legal agreements;
 Legal research, analysis and advice on matters of Jordanian and international law and
practice;
• Performs such other duties as may be assigned.
MINIMUM QUALIFICATIONS
 University degree in Law, preferably with specialization in international,
administrative/public, employment or commercial law and preferably admission to
practice law in a recognized jurisdiction.
 Four years’ work experience as a lawyer in the United Nations, other international
organization, government service, the commercial/private sector or NGO, including a
period of experience in contract or commercial law, or administrative or employment
law
 Excellent command of written and spoken English and Arabic.
