Senior Finance Officer for Budgeting and Financial Analysis

General Position Summary

The Senior Finance Officer for Budgeting and Financial Analysis (SFO-BFA) is a key member of the Central Finance Unit (CFU) for Syria Program and works collaboratively with other team members to ensure compliance with Mercy Corps internal policies and procedures as well as donor regulations. She/he works under the direction of the Budgeting and Financial Analysis Lead/Coordinator and is responsible for all Budgets and Financial Analysis functions based on the job specifications below. The SFO-BFA, in support of programs and other relevant departments, provides timely and accurate reports, which assist the overall management of the Syria grant portfolio.
The post holder should be forward looking, self-driven, operating under minimum supervision, and critical thinker in the team.  Furthermore, considering the various changes around adaptive management and any expected systemic changes, the post holder should be agile to cope up with those changes. The post holder should be committed to train/coach relevant staff members on budgeting and financial analysis-related business. 

Essential Job Responsibilities

  1. Specifics:
  1. Generate system general ledger and other relevant reports necessary for financial reporting and review
  2. Prepare the monthly BVA and Pipeline reports following specified procedures and internal systems ensuring accurate data and prompt delivery to all parties
  3. Consolidate all grant forecasts on a monthly basis and analyze donor flexibility requirements. Provide feedback to budget holders during BVA meetings to manage the over/underspends, potential disallowances and reclassifications
  4. Perform high-level ledger scrub or sensibility checking of transactions on the BVA to ensure that expenditures are reasonable, allocable and allowable, and are within donor flexibility requirements. Liaise with country and HQ representatives for guidance and other support needs 
  5. Identify actual ledger adjustments and coordinate with relevant parties to ensure timely posting and compliance with MC systems and procedures as well as maintaining clear documentation trail for audit purposes
  6. Follow-through all outstanding actions from relevant parties to ensure that deadlines are met and issues are addressed with high level of analysis, efficiency and quality
  7. Participate in any grant-related meetings or consultations as may be necessary to achieve the objectives of the role and continuously provide active support to all functional units
  8. Provide correct budget codes to staff relative to staff costs, travel and training, as well as support on other programmatic coding requirements
  9. Maintain a systematic filing system of BVA & Pipeline reports and other grant documents on the shared drives
  10. Maintain an updated list of grant budget codes, quick codes reference guides and other similar tools as may be determined
  11. Provide support on budget development tasks by working closely with programs and other functional units during budget modifications and new proposal development. Ensure that budgets are presented in the internal format before they are translated into the donor format
  12. Provide support in maintaining and updating the country cost coverage report and analyze overall funding gaps

Knowledge and Experience

·A BA/S or equivalent in accounting or finance required
·Three or more years of progressive experience in budget and forecasting works in the INGO environment
·At least 5 years’ experience in grants management from diverse donor source, as well as an understanding of key institutional donor regulations such USAID, DFID, EC, ECHO is required
·Strong accounting skills and internal control procedures 
·Strong computer skills in MS Office programs, particularly Excel
·Effective verbal and written communication, multi-tasking, organizational and prioritization skills
·Excellent oral and written English skills required
·Ability to work effectively with an ethnically diverse team in a sensitive environment

Success Factors

The successful candidate will have an ability to interact effectively across international and national program and finance teams successfully, both in a managerial as well as training capacity. S/he will be able to support programmatic objectives with timely and meaningful financial information, have a demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities. An impeccable professional standard of finance and procurement ethics and the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The SFO-BFA must be willing to travel regularly to Mercy Corps field offices and project sites. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
